Orlando is a Filipino-Canadian lawyer who received his Bachelor of Arts from the University of the Philippines in 1995, and his Juris Doctor from the Ateneo De Manila University in the Philippines in 1999. He practiced law in the Philippines until moving to Canada in 2001. Upon his arrival in Canada, Orlando enrolled with the University of Manitoba and successfully completed the Canadian prerequisites to practice in Manitoba.
